Custom MDM solution

Question

Is it possible to have a system service in factory image that acts as an MDM client on device and communicates to a MDM server. Can the device be still GMS certified? Or do we need to use Android Enterprise APIs to get the GMS certification?

For GMS certification though, there is some guidance in this article: https://source.android.com/docs/compatibility
