Firstly, could I ask if are you registered on the Android Enterprise Partner Portal? If so, that's a good first stop, as they may have more tailored resources for your question.

The team responsible for DLC partnerships can also be reached directly at dlc-contact@google.com. I'd include some detail on your business, the markets you operate in and roughly how many devices you finance, which should help them point you in the right direction.

It would be helpful to have a little more context about what the Google DLC inquiry is referring to in this Android Enterprise discussion. Clarifying the specific service, use case, and issue being investigated would make it easier for other administrators to understand and provide useful feedback.

Be warned DLC is closed for partners as of the most recent conversation with them a couple of months ago. They’ll push you towards a selection of those already approved.
