How to apply for Google Device Lock Controller?

We are a company specializing in providing financial services to low-income clients in buying all type of phones. Recently came across this app on Google Device Lock Controller and we understood this would help us a lot. I searched for how to apply to be a financial partner to be able to integrate it within our systems but maybe I am missing something.
