Question

Official FRP ownership-verification procedure for non-enrolled Android devices

I'm researching Google's official Factory Reset Protection (FRP) policies for lawfully acquired secondhand Android devices.

Google's Android Management API documentation confirms that authorized enterprise administrators can manage FRP data on enrolled devices, including through supported device-wipe operations.

However, my question concerns a different situation: a lawfully acquired secondhand Android device that is already FRP-locked and was never enrolled in enterprise management.

I would appreciate clarification on three questions:

1. Does Google or an authorized device manufacturer provide an official process to review proof of purchase, an invoice, an IMEI, or a serial number for FRP resolution?

2. If no such procedure exists, is the limitation technical, related to support or administrator authorization, or based on a manufacturer security policy?

3. Is there published documentation or an official escalation channel addressing ownership verification when the previously associated Google Account is unavailable?

Google's Android Management API documentation describes authorized FRP-management capabilities, but I understand those enterprise permissions do not automatically extend to consumer devices.

Official references:

https://developers.google.com/android/management/deprovision-device

https://developers.google.com/android/management/reference/rest/v1/WipeDataFlag

I'm seeking clarification of official, authorized procedures—not instructions to bypass FRP or access anyone else's Google Account.

Responses supported by Google documentation or confirmation from an authorized Google representative would be particularly helpful.

    Hi,

In the past google did not support with this, but maybe @Kirk can confirm this?

I get this question quit often and you have to go the the OEM for this, I know Samsung has a proces for this in place but it requires you to ship a device to a service center to get it fixed, and there is a fee involved. I don't know about other OEM's but I believe Motorola also offers a solution for this.

If you have an issue with one or more phones I would advice going to the specific OEM for this question (unless its a pixel ofcourse).

    Good luck!

Thank you for the response, Michel.

Samsung's official documentation confirms that customers who cannot remember their Google Account information may send their device with proof of purchase to an authorized Samsung Service Center.

@Kirk, could you clarify whether Google provides a comparable manufacturer-authorized ownership-review procedure for consumer Pixel phones?

If not, is this a technical limitation, an internal authorization restriction, or an official security policy? Is there a published policy addressing it?

I'm interested only in lawful ownership verification, not bypassing FRP.
