Permissible usage check — 1:1 education deployment, family-purchased devices, fully managed

We are an Indian edtech company building an academic platform for coaching institutes and K-12 schools, and we are preparing an Android Management API quota application. Before we submit, I would appreciate a sanity check on whether our deployment model fits the permissible usage policy.

Deployment model:

- Institutional 1:1 programme. Our contracting customer is the institution; we support it directly.
- Approximately 5,000 devices in the first cohort, across a small number of institutions.
- Devices are purchased by families rather than the institution, because supplying hardware centrally would put the programme out of reach for most of our families. Families purchase from an institution-approved device list. Devices are enrolled into the institution's managed fleet under its device policy.
- Documented guardian consent is obtained per device before enrolment, issued by the institution.
- Fully managed (device owner), provisioned by QR from factory reset.
- Policy is time-bounded. Devices are restricted to approved academic apps during defined academic hours and released outside those hours. Residential students' devices remain on campus; day scholars take theirs home.
- Devices are released from management on withdrawal, transfer or completion of the programme.

Two points I want to be explicit about, since I understand both are sensitive areas:

1. No functionality is linked to payment status of any kind. This is not a device financing or EMI-locking arrangement, and no lock or restriction is ever triggered by fees.
2. This is not a monitoring product. We do not collect location, message content or browsing history. The scope is app restriction during academic hours only, and that limitation is written into both the institutional agreement and the guardian consent form.

My questions:

1. Does this model fall within permissible usage for AMAPI, or does the family-purchased hardware create a problem even where the enrolment is institutional and consented?
2. Would you recommend fully managed, or company-owned with a work profile, for the day scholars who take devices home?
3. Is there anything in the above you would want to see addressed more thoroughly in the application itself?
