From my understanding, Zero-touch Reseller approval is usually focused on validating the reseller role within the Android Enterprise ecosystem, rather than only the ability to provide MDM services.

Since you already provide MDM and Samsung KME services, it may help to make the reseller side of your business more visible in the application, for example:

• Your authorized relationships with device manufacturers or distributors
• Your enterprise device sales activities and customer deployments
• Your device lifecycle management process (procurement → provisioning → deployment → support)
• Examples of Android Enterprise use cases you support

Google may evaluate applications based on the overall business model, partner relationships, and how Zero-touch will be used to support enterprise customers.

You may also consider contacting the Zero-touch support team directly and requesting more specific feedback on the declined applications, as they may be able to clarify what information was missing.
