I've got the same issue and the seller has stalled repeatedly and now my financial institution will not consider a charge back. My only two options are to trade it in and take an acceptable loss of less than $50 or Litigation against an entity located in another state (possibly a front for foreign ownership) to which my ability and chances of winning a judgement are substantially high.
