Just to make sure, you haven't added an additional Google account to the device where it's not working as intended by chance? If so, this is expected behaviour but AMAPI should automatically remove any unapproved apps if your store is set to whitelist.
If you're only using the configured managed Google Play account on the device generated by intune, and with play store mode on whitelist (not allowing all app access), this will be a Microsoft bug.
Lizzie you know what vendor support teams are like, perhaps if it's definitely not as intended you can raise it with MS product and link them here?
