GBoard - Suggestion Strip
I can confirm I am seeing this issue across a range of Gboard versions. This list is not definitive but I have seen it affecting these versions so far

I can confirm that "Show suggestion strip" is disabled in Managed Configurations but it is showing as enabled still on the device itself under Gboard settings. If I manually disable it on the device the bar disappears as desired.
There appears to be a bug affecting Gboard's Managed Configurations.

I have an update for you:
The team has taken a look (and they thank you for your detailed bug report Magcho !) and they said that, considering that other managed configurations are working correctly and that the setting can be disabled manually on the device, it seems that this appears to be a bug in how Gboard is handling this specific configuration key from Managed Configurations.
This matter has been escalated internally to our support and engineering teams for investigation.
I'll keep you posted as soon as I hear back from them!
