In lieu of a response from oianmol , as I understand it Play Protect is flagging applications with excessive permissions/reach on devices recently. If the DPC is not Google Play-hosted, it seems these prompts are more likely to crop up.
DPC applications are permitted in Google Play, and it ensures the developer retains the right to the package name on a first-come, first-served basis. If it's an option to upload it, fill out the paperwork, and run through Play approval, I'd do so.
