Thank you for the support. Was able to get unblocked by working with AE Compliance team to override and increase the quota.
Goog can take a while to respond to queries, I waited some time recently for a different form. If you have access to the partner portal you could try raising with PED, but otherwise I imagine the gang here will suggest waiting a little longer before escalating
